Whispers of a Syndicate's presence within the Undercity have begun, tall-tales and rumors echoing the paranoia of a new empire rising within the underground's society. Even if one hadn't heard the gospel, it was hard to ignore when there was a flyer posted in damned near every venue within eorzea - from the most notable establishments to the grittiest holes in the wall, the Syndicate's presence was everywhere.



There is preciously little intelligence to find on this Syndicate's current dealings, except that it's been borne of an unholy union between Nikklaus Shadecross and Istanya Runtela. Dig a little deeper and one might find that Nikklaus had abandoned his previous empire for a greater purpose, an aspiration so grandiose, so difficult, that most wrote it off as delusions of grandeur.




Despite the naysayers, inspiration was drawn from friend and foe alike, the Syndicate sought to provide what the underground had been lacking: solidarity amongst both the like-minded and the opposition. To bring true neutrality to the undercity, a council of kingpins was built.
